1. Mei, a 60-year-old from rural China (where she had an 8th-grade education only), has been a permanent resident for 12 years. She has never achieved much capacity in English, having lived in a large Chinese community in Queens. As a permanent resident, she is ineligible for certain public benefits, and would thus like to naturalize. She also knows a candidate for city council in her neighborhood for whom she would like to vote. Assess her prospects.
2. Ralph has been a permanent resident since 2003. He is not a nice person, with serious anger management issues, though he has never committed a crime. He cheats on his wife, kicks his dog, drinks too much, and never leaves a tip at restaurants. He is also rabidly anti-American, but he has never advocated or expressed support for terrorism. He recently became disabled and would like to be eligible for SSI, for which citizenship is a requirement. Assess his prospects for naturalization.
