Illinois v. Wardlow
The Court relies on Terry for the rule that a police officer may make an investigatory stop upon reasonable suspicion. Wardlow fled in the presence of police officers in a high-crime area. This was enough to justify the seizure of Wardlow and a Terry search of the bag he was carrying.
