Chapter 11 Regulation of the Conduct of Public Officials
While in government, federal officials are subject to a regulatory regime unlike anything anyehere in the world. At one level, this regulatory system is intended to ensure that government employees act "in the public interest." Some of the components of the system are responses to past scandals. The trade-offs embedded in the system include explicit and implicit costs and deterrents to attracting talent.
