Las partes del contrato

Son partes: (1) los entes u organismos del sector público; y, (2) los contratistas.

No obstante, las normas pueden afectar también a otros sujetos, incluso particulares, así como las relaciones entre éstos. Tal es el caso de los contratos subvencionados, la subcontratación o la cesión de derechos derivados de los contratos públicos.
