3. The purposes of the law were to address gang violence and drugs. What showing should be required regarding the fit to the stated harm/purpose? Relatedly, what makes someone an expert in gang violence?
   
   
4. How much weight should the Court give to the fact that Officers were given absolute discretion to determine what activities constitute loitering? What would indicate that a person standing on a street corner be there for innocent purposes?  What would indicate that a person standing on a street corner be there for the purpose of criminal activity?
