What is most relevant are the first 10.5 pages (pages iii - xiii) where Judge Kozinski describes 12 "reasons to doubt that our criminal justice system is fundamentally just.” Note that the first six reasons are forensic evidence issues.

(Note: Judge Kozinski has since retired in response to multiple accusations of sexual harassment.)
