Attorneys general continue to ground their affirmative decisions on the common law and the doctrine of parens patriae. This 2000 law review article by then Louisiana Attorney General Richard Ieyoub explores the history of parens and its possible applicability in the tobacco litigation of the 1990’s, but remains relevant to the current decision making of attorneys general.  Richard P. The topic of parens patrie is one we will return to throughout the course - and therefore this entire article is important reading. However, for Week 1, it should be sufficient to read Part II only.
