- Do not involve a traditional "suspect" classification based on status in a disfavored group;
- Do not involve denial of a "fundamental" right.
How does the Court deal with such claims? You should read Beazer and Moreno as two sides of a single coin, while Village of Willowbrook is a slightly different kind of equal protection claim.
