People ex rel. Deukmejian v. Brown
The California Supreme Court explicitly rejects the Massachusetts approach in People ex rel. Deukmejian v. Brown, 29 Cal.3d 150, 624 P.2d 1206 (1981) and requires that the attorney general to be subject to the Governor on litigation decisions although practice in California as in other states remains murky.
